UP Ola Uber Registration Rules : The Uttar Pradesh Cabinet, led by Chief Minister Yogi Adityanath, approved a landmark transport policy on Tuesday, March 10, 2026, forcing ride-hailing giants like Ola and Uber to operate under strict state regulation. Transport Minister Dayashankar Singh confirmed in Lucknow that no app-based taxi will hit the roads without mandatory police verification, medical fitness of drivers, and vehicle fitness certificates.
This move aims to bridge a long-standing regulatory gap, ensuring that every driver and vehicle operating under these aggregators is officially documented and vetted by the state authorities.
New Licensing Norms and ₹5 Lakh Fee Structure
Under the newly approved rules, aggregator companies must now secure a formal license to operate within the boundaries of Uttar Pradesh. Minister Dayashankar Singh detailed that companies managing a fleet of 50 to 100 or more vehicles are now required to pay a licensing fee of ₹5 lakh.
This license will remain valid for five years, after which a renewal fee of ₹5,000 will be charged. Startups and smaller operators are not exempt either, as the state has set an initial application fee of ₹25,000 to enter the digital transport market.
Adopting Central Motor Vehicle Amendments of 2025
The Uttar Pradesh government is officially adopting the July 1, 2025, amendments made by the Government of India to Section 93 of the Motor Vehicles Act, 1988. Previously, companies like Ola and Uber operated in a grey area with minimal direct oversight from the state transport department regarding their internal driver databases.
Minister Singh pointed out that until now, authorities often lacked the means to verify the identity or background of the person behind the wheel, a loophole that the new registration mandate seeks to close permanently.
Mandatory Medical Tests and Police Verification for Drivers
Safety is the driving force behind this cabinet decision, with the state now mandating rigorous background checks for all aggregator partners. Drivers must undergo comprehensive medical examinations and police verification to ensure passenger security, particularly for late-night commuters in NCR hubs like Noida and Ghaziabad. The Transport Minister emphasized that any vehicle found operating without these verified credentials will face immediate impoundment and legal action once the official notification is released.
Public Transparency via New Transport App
To empower the common man, the Yogi government is developing a dedicated mobile application that will host the entire database of registered aggregators and their drivers. This platform will bring driver details and vehicle fitness status into the public domain, allowing passengers to verify the legitimacy of their ride in real-time. By shifting from an unregulated model to a transparent, state-monitored system, Uttar Pradesh joins the ranks of states prioritizing digital accountability in the gig economy.
